Why was a flag thrown on Evans but not Allen?

The tackles on Allen were like back to back I think and were identical. How was one a penalty and not the other?

I think one was running and was caught from behind below the waste. Just my view from the couch. This call should be if they go low from the side or the front of the knees but not the back of the knees. Kapish?

I think it was because Allen was out of the pocket and running when Allen hit him.

The call on Evans was straight garbage. Basically called it roughing because the hit looked painful.

Doesn't seem to me that Evans should've been flagged.
