I hope you're not serious.

The cone represents the area of highest probability of where the eye will be. And yes, it does represent the possible locations of the eye. The edges of the cone are the borders of where the eye is likely to go. It does not represent the limit of where hurricane force winds, rain, etc. will be. The reason the cone gets bigger the farther out it goes is because the farther out we are forecasting, the less certain we are of where it will go, so there is a larger area where the eye has a good probability of going.
