Same with HOPE in Georgia. The state doesn't need to rely on non-Georgians too much bc of Zell Miller. The out of state representatives is pretty spot on though... The majority of out of (southern) state cars you see in Athens are North Carolina, Virginia, Texas, Florida and Tennessee.

HOPE is a pretty sweet deal. I hope Georgians appreciate this fact.
