I'd imagine the 10% rule in Texas makes it more difficult for any out of state student to attend a public university in the state of Texas.

I'd imagine that the administrators of these universities hate the rule.

Same with HOPE in Georgia. The state doesn't need to rely on non-Georgians too much bc of Zell Miller. The out of state representatives is pretty spot on though... The majority of out of (southern) state cars you see in Athens are North Carolina, Virginia, Texas, Florida and Tennessee.

The 10% rule mostly affects TAMU and tu, probably tu more than TAMU because of their capped enrollment. And it is damn near impossible for high school students in Texas to get into either if they aren't in the top quarter of their class. Being in the top 10% guarantees admission.

This is why a lot of kids in Texas go to Arkansas, LSU, OU, OM, Alabama, etc.
