In that case start writing tickets. It may take a year, but if GS has a reputation for high dollar tickets for MIP and littering and PI then people will choose to go to spring break in another place. An MIP in South Padre is $90. You get a ticket and immediately go start drinking again. They don't care. They know you know they don't care. If GS starts to care more, college kids will realize it isn't worth the tickets.

They are, this problem blew up this year. Things/laws/policies will change for next year
