One reason Tennessee (makes sign of cross to ward off evil) charges its citizens so much is that the students have to fund the UT Department of Diversity and Inclusion. This department is thought by the UT administration to be a key to providing a quality educational experience. Of course this is the Department that warned against making your "holiday party" a "Christmas party in disguise" among other things.

The department also issued a decree to use "gender neutral pronouns" such as "ze" instead of "they," "zir" instead of "them," etc.

It is very expensive to run a University department that includes a "Vice Chancellor of the Department of Diversity and Inclusion," not to mention staff by the busload and probably pay a boatload of student informers to make sure no "hurtful things are said" and that every student has his/her/it/them a guaranteed safe space. And it is really expensive to support the annual Collaborators for Change diversity summit, the African American Trailblazer speaking series, and the Women in STEM Symposium (OMG Tennessee!!)

In short, that is one reason Tennessee must charge its citizens so much for a mediocre education.
