So if I tell a black guy "Boah!...I don't like you?", is that racist?

If yes, what about when the same context is used on a white boy? Is it racist now?

I'm not arguing that the word can be used to demean someone, what I am arguing is that it's not racist as racist terms are specific to a race. "Boy" can be used to belittle anyone of any race. It's not an exclusive derogative term for African Americans.
