I usually go for either a London broil (mostly because it's so lean and has a strong beefy flavor) or tri tip. They both need to be cut against the grain, like a brisket.
Tri tip always melts, and costs about $8 a pound. London broil needs to be tenderized overnight with kosher salt. But you can get it at $4 a pound, and it tastes great.
