So who was escorting Poe? Poe wasn't just walking around the station by himself. I believe Fin was escorting him and he pulled Poe to the side and said "I'm doing whats right"...

Poe was locked in the torture chair and Fin came up to his guard and said something to the effect of "I've been ordered to transport this prisoner to ...."

Fin was acting as his escort in order to get Poe to fly him out of there. Fin set Poe free.
