Kind of...CMR has as many top 10 finishes as Dooley had in 25 years and more bowl victories.
Also a better winning % and 1 less SECC if you compare their 1st 15 years (which is all you can do)

Lets look at the 1st 5 years of each coach since CMR hasn't won a SECC since then...
Dooley took over a program who went 3-7, 3-4-3, 4-5-1 or 14-16-4...
Richt took over a program who went 9-3, 8-4, 8-4 or 25-11...
Dooley won the SEC in year 3 & year 5...
Richt won the SEC in year 2 & year 5...
