It was definitely helmet to helmet. If you don't see that you're blind.

The rule clearly states that targeting is enforceable when the crown of the helmet is used. Hitting a player with the facemask is not supposed to be flagged for targeting or helmet to helmet contact.
Learn the rules before spouting off at the mouth.
