Not always the case. Most of the horrible posters on this board have tons of posts.

I think the idea behind it is to deter new shitty posters from starting threads. They would likely get wacked prior to them gaining thread-starting privileges. As with all things, there are pros and cons to this

True, but it would deter future generations of mindless trolls. And, it wouldn't stop a new poster from posting, just from starting new threads.
