The thing with the most annoying trolls is they have numerous alters (which I know is hard to prevent). WG has been suggesting an Alter option within the RA feature. Would it get abused a bit? Yeah probably. But I think it could help out significantly with helping the current Admins clean up tRant

Phan comes to mind, along with hawgfanic. The problem, as someone else mentioned, is how easy it is for there to be a ton of alters who keep doing the same crappy stuff.
From my end, and there might be some technical issues on your end I don't know about, having the ability to block the posts of people that are trolls/shitty posters would be the easiest thing.
