Every QB can run to some extent. If you find a PP that is accurate enough to pick apart a defense, and you have a decent OL, the Defenses will put more players in coverage and won't blitz the QB enough to matter if hes a great runner.
That said obviously you would rather have an accurate DT over a PP whose about as accurate but good true PPs are usually more accurate. Defensive minded coaches want to slow the game down and will always take a more accurate PP whose not going to get hit much and can make those extra throws. Until defensive minded HC quit there will always be PP.

Not everyone. There are plenty of QB's who live and die by how the pocket protects them.
Brady, Roth, Rivers, none of those guys can move.
