To vote you should have to meet the following:

1. Be at least a high school graduate and over age 18.
2. Either be employed (taxpayer) or a land owner or if over age 65 you were employed at least 20 years.
3. Photo ID should be required.
4. Convicted felons should not be allowed to vote.

Being convicted of attempting to circumvent these rules should land you in prison for 20 years-no parole. Voting is the most important thing we as Americans have.

Or, just take a simple test that shows you understand:

1. The voting system.
2. The nature of the parties involved.
3. General American Political theory.

4. Read Plato's Republic.

There we go.

What I find ironic about proposals like this is that the US already has pretty low voter participation. The people you want to exclude are also already the least likely to vote. Basically, your proposal is pretty much pointless and would only serve to increase the size of government (which would have to police this). But you're all for "small government", right?
