That's what Mayweather does, in every fight. It's not a fun style to watch, but it's effective. It takes incredible discipline and skill to play defense like that for 12 rounds.
When I boxed, I was always the aggressor, and I landed a lot of punches, I also took a lot of punches. I went up against counter punchers, my game plan would be to frustrate them with the jab, and only the jab, until they became impatient and tried to score, then I'd open up like a motherfricker.
The problem for Manny was the height and reach advantage favored Mayweather, who throws brilliant jabs, and he couldn't get off.
I've always used boxing more for practical situations rather than the ring, so I like to counter punch -- but Mayweather has turned it into an entirely different art.
He was catching Manny later on with the three over and over again when the guy charged in toward the ropes.
I also agree that it can be boring, but it has utility and it's a way to win.
The UFC/MMA fixed this problem by making aggression part of scoring -- so whoever was more aggressive could take a round. It's a better way to score for more entertaining (I actually found this fight very entertaining) fights.

I've missed (and so has boxing) Hearns and Hagler

Oh, in a streetfight, I'm definitely a counter puncher. Most people aren't disciplined enough to "stick and move". They just throw a few punches hoping to connect, don't obey the first rule of boxing: "PROTECT YOURSELF AT ALL TIMES", and have no idea how to react when they get hit.
