Based on what? Why wouldn't the standard amount of allowed contact been sufficient to do these things?

Based on the fact that someone from LSU called him in December to make sure he was ready to enroll.

Seriously? What exactly do you think the NCAA intends the extra contact to be used for? Why does it become a violation if, and only if, the recruit doesn't enroll with the school?
