Based on that list, it seems LSU would be tied with UGA. And I'd give the edge to LSU based on facility upgrades over that time frame and generally better facilities overall. Pretty sure LSU spent more money alone upgrading Tiger Stadium ($80 million) than UGA spent upgrading facilities in general.

And LSU is currently building a new tennis center, a new gymnastic practice facility, and a new nutrition center.
