I think he's trying to argue that slavery was around a lot longer than the United States has been a country, so your comment doesn't make sense.

How does it not make sense? Why would an American be to blame for slavery that was instituted by other nations?

Americans are now to be held accountable for the past actions of the Spanish and British?

Makes about as much sense as "300" does. Slavery has been around as long as the human race. Go all the way back or all the way back to through American history. I would say 300 is arbitrary and not right under any scenario. The years 1619 to 1863 is not 300.
