I'm purely speculating here so feel free to poke holes.

Sumlin has Foster lined up and ready to go. Nothing can be announced in order for Foster to get his $800k payday. Malik talked with Sumlin on Wednesday wanting to know who the DC was going to be. Sumlin, not knowing whether Malik was going to commit or not, felt like he couldn't tell him. After all, Malik could have committed to another school after that anyways and then let the cat out of the bag with no repercussions. Malik got pissed at this perceived lack of trust and that was that.

Plausible?

Yep, but only worth it if Foster is able to fix that bridge.

Definitely plausible, but the rumor makes it sound like he was ready to announce the dc Wednesday but it blew up for whatever reason. Your theory is assuming he still has Foster but can't say anything until after Foster gets the pay raise.

Because Foster would want to have the best talent possible play for him.

I think the real answer is Sumlin can't officially talk to Foster at all, and that fricked our program:
