Is it really the administration?

Before we had Michael Adams and Damon Evans...
Now we have Jere Morehead and Greg Mcgarity...

So really it is a completely new administration.

Here are the changes McGarity implemented:

So I don't understand the administration argument... considering we have completely changed our administration from the past but have the same result.

resulting in those Power Ranger unis we used against Boise st,

Making upgrades that are on par with the bare minimum of other programs isn't changing for proactivity. It's merely changing to be competitive (which is nice, don't get me wrong). However, rarely do you hear about UGA doing something to get ahead of the competition, to gain an advantage in recruiting or in the way we train or prepare athletes. We're getting an IPF because Richt and the fans have finally nagged the admins enough to do it. Foley is finally getting upgraded because the fans and coaches nagged the admins enough to do it. And still Foley is going to remain behind the likes of LSU, Carolina, A&M, Ole Miss, Tennessee, etc. and it'll be at least 3 years before we have a functional IPF at the ready. I think it's less the changes that have been made and more the fact that we have to nag for years just to get changes that only meet and do not exceed the bar set by rival programs.

ETA: There is just a general lack of urgency or desire to be the best relative to other programs, it seems, and that pervasive attitude is frustrating to fans.

None of these have a meaningful impact on the football team. It's lipstick on a pig.

If the admin actually put a priority on winning championships in football, they would:
1) hire about 10 additional football staff members.
2) hire 4-5 S&C staff members.
3) Build an indoor facility
4) re-do the locker room, player's lounge, and weight room every 10 years or so.
5) relax penalties for marijuana offenses

Etc.

The admin's current commitment level indicates that they hope to win big, not that they expect or need to. Fans should adjust their expectations accordingly.
