You realize the receiver was trying to grab a ball that was overthrown and in no way was having "his knees on the ground". If the receiver was standing straight up he gets pounded in the helmet not the neck area

It is pretty ridiculous considering how you are asking the kids to do something and then handcuffing their ability to do it.

The rules are clear and he went high. There is no doubt about it that he did not even try and hit him in an acceptable region

Yep and then he was off balance and falling toward the ground when he got hit. If he had been standing up he would have got hit in the chest. It was a perfect hit.
