Just watched it again. It's total bs.
There is nothing the defender can do there unless you want him to dive and take out the guys knees. He hits him with the shoulder and despite the fact the receiver is falling down and nearly on his knees still the hit is right under the chin. (Not the head).
It's such a terrible rule and it's totally unfair to the kids out there trying to play football.

Aregue with the rule but the penalty and review were accurately called.
Considering how many people are being seriously injured and having longterm effects to their lives due to concussions, it is a smart rule. It is made so that the game can stay around in the future.
In about 5 years when most of the kids coming through have played this way through Middle School, High School now college, it will be second nature and rarely seen.
