I agree with this part with 1 caveat...each conference champion must play in a conference championship game...thus the Big 12 would have to add a couple more teams. I think this would add to the intensity of the conference championships as they would add another level to the play-offs...
For the 3 at large, I'd have the 3 highest ranking champions from non-Big 5 conferences. This could be done via a specific poll or by selection committee. Only conference champions get in, so Notre Dame would have to join a conference to qualify...
Don't think it'll happen but that's how I'd do it...

Notre Dame should go ahead and join the ACC in football as well, but they would lose a lot of money from TV rights.
And yes, the conferences will need a championship game. This is easily fixed with expansion. I wouldn't mind a 10 team conference as long as they had a championship game. I'd rather see at least 12 team conferences though.

I disagree. Playing a full round-robin schedule within a conference produces the truest, most valid champion, and is a LOT better than a divisional set-up with a CG. An SEC champion has to play 9 conference games, including the CG. A Big XII champion would also have to play 9 conference games. I don't think the Big XII should have to add teams and play a CG to get a bid in the playoff.
