Or will there already be a little construction underway? It says some construction is occurring nov 2014. Will it still look basically identical to what it was, say, 2 years ago?
Should be identical to 2 years ago. A Gump sabatoged the whole deal, so it is currently being taken back to how it was. Fortunately, they had the old version backed up on the cloud.

Yep, but I have it on good authority they are renegotiating migration schedules with the bats, as their part of the program was lost when the IRS hard drives were recycled…..
