SEALs are not even the best in the United States, let alone the rest of the world.

They're behind both SAD and Delta Force. (I'm saying this as a sailor.)

Just as an addendum and to back up what I said:

The graduation rate between the two are both near 90%, but here's why the Delta Force is better:

The notice states that applicants must be male, in the ranks of E-4 through E-8, have at least two and a half years of service remaining in their enlistment, be 21 years or older, and score high enough on the Armed Services Vocational Aptitude Battery test to attend a briefing to be considered for admission. (Protip: There are no 21 year old applicants ever accepted into training for DF.)

Entering training to become a Navy SEAL is voluntary, and officers and enlisted men train side-by-side. To volunteer, SEAL candidates must be male, between 17 and 29 years old, and US citizens in the U.S. Navy.

To be a SEAL, all you need to do is be 17 and have a heartbeat. So the dropout rate is much higher because you can literally join from enlistment.

Conversely, need to be an E4 (although I've never heard of an E4 being accepted into training unless they're insanely talented at something) or at least an NCO. Apples and Oranges.
