99% of people misuse this, including professional journalists and copy editors. You can probably read it in tomorrow's New York Times. But it's still wrong :

The use of Over when you mean More Than

There were Over 10,000 people at the protest. No, you moron. There were More Than 10,000.

It's wrong, but nobody cares.

You are mistaken, that is an acceptable use of "over".
