Tiger Stadium is underrated as a facility in that sense. Likely because its atmosphere and lore overshadows everything else.

I totally agree. It also keeps people from standing on your seat when you stand up. I do not want to sit down on someone's foot or the dirty spot that they left when you get them off your seat. I had to tell this guy at one game, that for the next 4 hours, I paid for that spot, and he paid for his. If he wants to stand, then stand on his own seat and keep his muddy boots off of mine. It's great when fans stand, but eventually you do sit down, and who wants to sit where someone's feet have been.

Edit: Neyland Stadium has some, but it's prolly not a high percentage...
...and as far as chairbacks go, there is no stadium I'd more like to see them in. For obvious reasons...

UK Planning for New $45 Million Football Practice Facility

The facility will cost $45 million but will entirely funded by private donations.
The project will include a new two-story structure and two practice fields with an adjoining drill area. The structure will also house administrative offices, locker spaces, equipment rooms, a hydrotherapy room, player locker rooms, lounge facilities, an academic lounge/study area and an entrance lobby with enhanced visitor amenities.
If the Board of Trustees approves the project, it will be submitted to the Council on Postsecondary Education and the Capital Projects and Bond Oversight Committee for authorization at their meetings in February.
The school has also planned $110 million worth of renovations to Commonwealth Stadium for the start of the 2015 season.
Here’s what the proposed project could look like:

Because we are reaching the end of the arms race to simply have the biggest stadium. Going forward most renovations/expansion will be on fan comfort items like gasp, chairback seats.

^This. We live in the age of HD. 3D tv is in the future. Schools will need to give fans a very good reason to leave the comfort of their homes and come to a stadium.

I think you need to look again, notice the third seat from the end bottom right...
...that's a chairback seat. No other way to describe it.
