No. This is what's wrong. You don't need better procedures. You just need people smart enough to know when not to follow procedure. Procedure simply cannot cover every situation or instance. Do the right thing and it all works out.

Or you need students smart enough not to jump out of a pool and walk outside with no shoes on. The biased article leaves a lot of questions unanswered.

Was she alone in the pool?
Was she supervised by an adult?
Does this school have any towels?
