But why does it have to be relative to football?

There's no relation to another sport in the pros. In fact, it probably helps galvanize the sports. Makes a town a "great sports town".

For whatever reason, the powers that be have just accepted mediocrity.

Pros generate their own revenue for their one particular sport (in addition to some government subsidies, I might add). A university has to operate multiple sports, and in so doing, has to choose how much to invest in each.

If football is generating tons of money, and basketball is generating only a slight loss, then the university doesn't really have an incentive to improve the basketball team.
