Maryland left before the GOR

I doubt the result of their counter claim devalues that as a barrier to more schools leaving. Correct me if I'm wrong.

It could certainly decrease the exit fee. Much like in the Big 12 where each team was supposed to pay $20+ million but actually paid half of that. I would assume the court could rule the old fee ($20 mil or so) applies.

But you are correct the GOR remains as the big barrier.

To take down the GOR someone would have to challenge the GOR. The Big 12, PAC and B1G all have GORs they depend on so they won't do it. Plus GORs have far more legal history defending them- they are used in many places in the entertainment industry.

So basically it is the SEC's move for a decade.

The GOR is only good as long as the majority of the conference wants to stay put, or has no other choice.

If the Big 10, Big XII, and SEC all decide that they are going to get to 16 members by poaching from the ACC, the conference will simply disband, and no one will pay a dime.
