It's a combination of socioeconomics and culture.
People are too scared to admit the obvious...all you have to do is trace the ancestry back to country of origin. Find one African country that is developed and successful, and not torn apart by violence and drugs.
Many of them simply don't have the respect, or understanding, for law and order. Sure some of them do, but a large portion don't. Nothing is holding back their race from being successful in America except themselves but they'll never realize it or admit it.
They hold a more tribal attitude i.e a close relationship to their friends and neighborhood, and abide by the law of the street. They hold little respect for "white man's law" because they see it in their eyes as something that is there to hold them back, so they rebel against it.

So basically your argument is that black people are inherently criminally prone?
And using modern Africa - the problems of which are the result of colonialism, resource extraction, and Cold War proxy conflicts - as your example shows both your blatant bias and your complete ignorance of World history.
