I don't think you can have targeting on a kickoff play when there's no fair catch as the player isn't considered defenseless. Also, he hit him at shoulder level (albeit his head was down).

It was a very dangerous play however, and is certainly the kind of hit they'd like to eliminate. Again, I don't think a KO can have targeting the way the rules are without a fair catch signal. It's different then a punt where the receiver has 1st rights on the ball.
