No. They actually don't. If they did, they wouldn't be discussing these things as possible rule changes.

Yes, they do. If the offense makes a substitution, the defense is given the opportunity to also substitute. Officials will not let the ball be snapped, while the defense makes a substitution, under those circumstances. If the offense does not make a substitution, they can snap the ball, while the defense is trying to substitute.

They are complaining about the officials' implementation of the rules, not the rules themselves.

Yes, the officials do not do their job many times and don't allow a reasonable amount of time for the defense to sub in. That is not a fault of coaches, players or scheme.
