Once a month I think we start a thread on the DR about how stingy our AD is with money and the inevitable direction of the conversation ends up on the subject of an IPF. It makes little to no sense, but as someone wisely stated in one of those threads, "UGA has never been a 'here are the tools so you can win championships' program. Instead, it has always been a 'you have to prove you deserve the tools by winning a championship first' type place." It's absolutely infuriating, though I guess the idea is that if you can find success without the necessary tools, oh how much better ye shall be when you finally have what you once needed.
