I imagine this meeting went along the lines of:
Firm: It will cost x,xxx amount of dollars to have something drawn up in autocad/photoshop.
Kentucky AD: Here's a box of crayons and a white sheet of paper.

No, first draft renderings usually look like that. Seriously, who wants to do a bunch of work and not get paid. The problem is, you don't fricking release these to the public. The UK menstruation in this thread should be directed to the dumbass in the AD that thought it would be a good idea to release this.
