NFL teams can only hold 52 players on their roster during the season, there is no room to stash a player for 4-5 years on the roster to develop.

An NFL team would gladly keep a superstar 18 year old on the practice squad for 2 years as he develops and a rare guy like Adrian Peterson or Randy Moss would have starred immediately.
