I guess my biggest problem with the rule is the fact that while this man be true, in real time as fast as it happened do you really think the DB intentionally did this? Maybe throw a flag, but to suspend a guy for a hit that happened this fast and was all reaction seems silly.

I've got the effing video paused at the exact moment he made contact and he clearly hit first with his shoulder right at or below the receiver's shoulder.
Yeah, his helmet did him, too... but, wtf is he supposed to do? Go headless horseman and take his own head off so that his helmet never hits him?
