IF the guy pushed an Alabama fan and the Alabama fan then punched him I would have no problem. Pulling your balls out is a little different and pretty ridiculous.
ETA: If police saw this happening and did nothing they should be fired to. Somehow I doubt they had their attention inside that Krystal knowing what goes on outside it.

from 10 to 20 feet away though, you'd think a crowd with their phones out recording and OH MY GOSH!!!, would solicite their curiosity.

the alabama fan didn't know any better, that pulling your balls out in a public place is looked down upon.
