You purchased from a private individual, no FFL will sell to anyone under the age of 21, if they do they are idiots as the feds look for reasons to shut down gun shops. The only exceptions I'm aware of to get a CCP under the age of 21, since technically by federal law you can't own a handgun, is if you are former military or police.

The gun isn't registered to a soul, nearly all states do not require you to "register" your CCP weapon since you can have multiple CCP weapons. The only thing that is kept on file is who the purchaser is, original purchaser, and if the weapon is sold to a lic. FFL dealer they can resell and keep track of who purchased it second hand.

If I am not mistaken, a few years ago if you knew someone at the sheriff's office, you could get a permit. Even now, you can get a permit at 19 BUT it has to be approved by the sheriff. Im pretty sure that they have to know your life is in danger to even get one and from what I understand, the chances of even getting one is very very slim.
