I mean, he's a good guy from everything I hear, but his draft stock has fallen quite a bit this year. He came back this year in order to show what he can do and the bottom line is that he didn't really perform. Yeah, his supporting cast isn't as great as those of Newton or Mallett or even Luck, but still. Jay Cutler played on some bad Vanderbilt teams [all he had was Earl Bennett] and against much better defenses, and even he was able to put up more than 2209 yards. In addition, Cutler completed 60% of his passes his senior year.
Locker's best game came against Oregon State this year.

He broke the three hundred yard passing marker ONCE this season, which is pretty bad considering the mediocre defenses he faced.
Right now, I would take Luck, Newton, Ponder, Pryor [assuming he declares due to Tattoo-gate], and Mallett over him.

I think he is given a bad rap because he hasn't put up elite stats. He has a ton of potential and has proven he can be accurate and fit the ball into tight spaces.

Not really. It's fallen from #1 overall to #10-15.

Locker did miss a game and barely threw in a few games. (see Stanford game). Cutler and Locker's completion % is actually very comparable. Cutler's in his last year was 59.1. Locker's was 56.6 and in his best year (last year) it was 58.2.

agreed. But For example Stafford only broke that mark twice his last year.
