Mullen is not as popular as people think at UF. He was never going to get an offer before Stoops. Stoops and Foley have a long friendship and given his ties to Florida, his interest will always be garnered first.
Actually Mullen was the #1 choice this time almost a year ago, according to Foley himself.

Accoriding to Finebaum, he sat and talked to Foley during the National championship game, and that's what Foley told him. Guess he could be making it up for the hell of it. Who knows.
