Taking 35 recruits this class (More than everyone in the country short of West Virginia who took 40) is the only reason for The #1 ranking.
Their class average is good for 7th in the country behind LSU, Alabama, Tennessee, Ohio St, Oregon & Notre Dame according to 247

Declaring them #1 after early signing but before final signing is a little premature IMO

^^^^ This.
Honestly, rather than taking 35 unknows/Freshmen, I'd rather put some of that effort into the portal.

What are the odds they won't finish #1 by the final signing day in Feb? Regardless it's nice to see USC back in the top 3 in recruiting again. I remember when they did that yearly under Carrol.

Jumping back to 2001 and working my way back to see the #1s. I swear I thought there were some Non-SEC teams that broke the ceiling a time or two in the last decade, but this shows that I was mistaken:
2001 - FSU
2002 - TEXAS
2003 - UF
2004 - FSU
2005 - USC
2006 - USC
2007 - UF
2008 - MIAMI
2009 - LSU
2010 - UF
2011 - BAMA
2012 - BAMA
2013 - BAMA
2014 - BAMA
2015 - BAMA
2016 - BAMA
2017 - BAMA
2018 - UGA
2019 - BAMA
2020 - UGA
2021 - BAMA
2022 - aTm
2023 - BAMA
2024 - UGA
2025 - TEXAS
2026 - USC
So, since the '05 recruiting class was ranked the #1 schools have been:
Bama - 10
UGA - 3
USC - 3
UF - 2
FSU - 2
Texas - 2
Miami - 1
aTm - 1
So, since the turn of the century (which actually begin in year 1 and end in year 0), every #1 recruiting class has been with a program from Alabama, Georgia, California, Florida or Texas.
Tennessee (2000) was the last school from a team other than one of those 5 to have a #1 class.
2001 - FSU
2002 - TEXAS

Yes, but you’re not comparing apples to apples. The sign classes should only be 25 yet. USC signed over 30 people. If they signed 25 they would probably be in six or seventh place with all of the recruits that these other schools have right behind them.
