Is this something that’s against the rules but the SEC just looks the other way? Not whining,

It is against the rules but they got grandfathered in. When the rule was created, they had like 45k capacity so it really didn't make much of a difference.
But with a major expansion since then, it does make a noticeable difference.

Is this an ncaa rule or sec rule? I’m guessing it’s a noise complaint issue.
Sound alike what you are saying when their stadium only seated 45k wasn’t a big deal but now that it’s bigger it’s a noticeable difference. First time watching msu at home in forever so just wanted to see what the deal is, thanks

State fans pretty much honor the rules that were put in place by the SEC
it's miserable to go to their home games and hearing it but I don't have a problem with it and they are allowed to bring them on the road

It’s been around and it’s here to stay. No other teams really mind it, although sure…it does get annoying.
ETA: personally I like it and think traditions like this help make CFB fun and more meaningful than NFL. I was disappointed to see Tceh outlaw the tortillas last week.

They are really annoying for the visiting fans. We didn't hear them a lot though when Bama played there post Shula.

I believe dipshit Tech fans were abusing the tradition by throwing them on the field instead of just up in the air. Should've known better.

It was a tradition that bothered no one until Mississippi State nearly beat Auburn in 1974. Shug Jordan complained to the SEC and the SEC banned them outright.
Throughout the 80s and 90s, you would see and hear a few bells but it wasn't a big deal. State had a nice run in the late 90s and the complaints started happening again.
The SEC implemented a 15 yard penalty after a warning. I'm sure it happened more than I remember, but there was a game against Kentucky where we were penalized three times. The SEC then added a fine and the cowbells started being confiscated at the gate.
In 2010, the SEC adopted the "cowbell compromise" and that rule is in effect to this day. It covers cowbells and piped in music/crowd noise. The rule basically says once the ball is placed over center, the bells and music has to stop. The vote was 11-0 with MSU abstaining.
For the most part, its been followed. Arizona State game earlier this season was pure chaos. The SEC must have said something because the messages before the Tennessee game were heavy on the cowbell compliance. Haven't seen anything this week so the SEC must have been happy with the Tennessee compliance.

As noted by the Mississippi State website, fans are allowed to ring the cowbells during pregame, timeouts, halftime and after the Bulldogs score.
- this is also BS as they never stop ringing them, therefore making it a rules violation.

Having been to Starkvegas several times, the best advice for visitors is to buy seats from your school, not from State, and hope that you aren't sitting next to any State fans. The collective din isn't nearly as bad as the annoyance of having one ringing right next to you.

Think the SEC must have assumed that normal people would understand how trashy it is to constantly ring a cowbell and that the majority of the state fans would just cheer/clap. What parent would bring their child to a football game and constantly ring a cowbell in their ear? Well, the SEC assumed wrong and those damn things are as annoying as ever.
For the most part the fans honor the rules and don't ring during plays, but even when they do there is no penalty for it. Just bring headphones for you and your kids and you should be fine.
