How is RPI figured? OU played and beat 2 top 10 teams at neutral site. They are undefeated at 8-0. Was their other games against teams so bad it didn’t allow them to crack top 60?

It's meaningless this early in the season because there's not enough data yet. You have to wait till teams get a few weeks into conference play for things to normalize.
The team in front of Tennessee is (3-3) Fairfield (#2 in the RPI right now ) who has 2 wins over baseball powers FGCU and 1 win over Richmond
Want another "anomaly"? (2-5) Wichita State is the #6 team in the RPI right now, they lost to a non division I team as well as did a good job losing multiple games to Hawai'i and McNeese St. #6!
