So they were dropped to what the original charges should have been with a ticket given instead of being arrested. Got it.

Driving too fast for conditions is a bullshite law. No matter who is charged with it ambiguity in a law is bullshite. Typical DA bullshite to negotiate a plea when they know they have no case whatsoever and, in this instance, actually took the innocent party to jail and detained them for some length of time. This is how the law reads in Georgia but I would bet it is similar in other areas:
O.C.G.A. § 40-6-180 states that a person may not drive faster than is “reasonable and prudent under the conditions and having regard for the actual and potential hazards then existing.”
Reasonable and prudent are not, by any definition, quantifiable. It is purely subjective and depends on the ticketing officers judgement. It would be nearly impossible to beat the charge because it is not something which can be measured, it is based on the feelings of the ticketing officer and who can say what the officer feels in the moment. I get that fans of other teams enjoy giving UGA shite about football players driving and it is not without a basis in truth....but objectively no law should be written based on feelings.
