I think you grossly misunderstand the opinion of the board. The opinion of the board is that NIL and the transfer portal are ruining college sports. They have no problem with their school engaging in the practice as needed.

Kelly saying that was a stupid thing to do and will hurt his recruiting efforts. He may have said it because LSU actually has a limited NIL budget and can't afford anyone else right now.

This is the answer. They didn't have the bread. Kelly would've simply been better off saying we couldn't find the right fit and move on. But Instead, he wanted to fake some nobility.
