He can use the off arm to protect ball, but cannot create space by extending it into defender.
I’m with you though, this is not called enough. Guy just throws a guy off, and it’s ignored.

This. You see it all the time. Pushes defender off to get a step. Drives to basket and gets fouled and shoot free throws. The guy shooting free throws should be the one with the foul.
