this part is chilling...officer turns around and he's already vanished. he barely missed whatever happened. and whatever happened it happened there bc his phone stops pinging and he is no longer picked up on security cameras.

This is incorrect. His phone stops pinging under the next bridge down. It’s also just not very good quality video and he was wearing dark jeans and the back half of his shirt was black. I guarantee the officer saw him with his own two eyes. There have been people videotaping down there at night and it is much brighter than it appears in that video.
