Nope, 3 is the number.

With 3 permanent and 6 rotating games in a 9 game schedule, you only have to create a 4 year schedule. You can then repeat it. Every team would play 3 teams every year and the remaining 12 teams twice every 4 years.

With a 14 team SEC the optimal numbers would have been an 8 game conference schedule where you could do the exact same thing with 3 permanent and 5 rotating.
